Q2 2018 ends on June 30 while Q2 FY 2018 ends on September 30, unless financial years are different in Japan for some reason.
Fiscal year in Japan starts on April 1st and ends on March 31st.

No, the entire submission, review and approval process are run under the protocol and formal paperwork only of that agency. Not only that, the costs to carry the whole process through are significant, between one and three million dollars per submission which also could be preliminary or a complete clinical trial. Only some therapeutic treatments such as for cancer or rare diseases get a faster approval.

Also I'm pretty sure once they release Phase 2 results which are ongoing as we speak, under the new Stem Cell laws Phase 3 is only 1 year long. That would mean end of 2019 for full availability at worst should this be what it's cracked up to be.
