No, the correct formula is (final value - initial value) / initial value. It just shows how amateurish the scientists that performed the study are.

I'm off finasteride right now for very specific reasons (have been for 3 months now), but soon be going back to taking it. Before I do that I'm going to get my blood tested for levels of testosterone, free testosterone, DHT, estrogen. I would also like to test my allopregnanolone levels, but I'm not sure whether the lab I'm gonna use can test for allopregnanolone. If I test progesterone instead and the later test (while I'm on finasteride) shows that my progesterone levels have risen, will it be an evidence in favour of my allopregnanolone falling?
