They claim they can create "proto-hairs" by using a combination of DP cells, keratinocytes and optionally melanocytes. These "proto-hairs" are immature follicles that will evolve in mature hair follicles when transplanted to a human patient.

Sounds great as an idea, but there are many reason for someone to be sceptic about this.

For me sounds like poetry, music. Beautiful ! ... if it only works. In fact:

This is at least one year old !

and I still don't know why they haven't delivered yet. They were the closest.
