Rogaine should be the one that requires a prescription because it can lower your blood pressure and give you heart palpitations. That sounds dangerous.
Propecia should be given over the counter because the lowering of the sex drive is the most common side effect (among a few others), but none of these sides of finasteride seem anywhere near as serious as heart palpitations/chest pain etc.
Btw, was Rogaine only prescribed a decade ago?
