Definitely. Your hairline is receding but how far it will recede is still unknown. Obviously you are forming a mature hairline with obvious thinning and receding. As far as "balding", that can only be validated by a doctor that can see if you have a pattern that is miniaturizing. So in a nutshell, you do have some minor hair loss happening but it may stay like that for many years ahead. Do not start any treatments until you consult and get examined by a very well trained hair loss expert. If you do get diagnosed with male pattern baldness, and are prescribed Propecia, make sure you do all your research and know that this drug could save your hair but ruin your sex life.
I started taking Propecia with about as much hair loss as you have if not less and I knew about the sides effects. In my case, my hair was way more important to me. Luckily, so far after 6 years on it, I had no life altering side effects and still maintain a good head of hair.
