You're right the instructions are very vague. Don't use on unaffected areas (i.e. back). If you use it on bare skin areas you might only get baby hairs as most of the follicles on that area have already died off. Also, I recommend leaving the foam can under running cold tap water for a minute...

As a last resort you could buy pure minoxidil powder (check ebay) and then mix with a base — google for instructions.

It only can effect the thickness of the hair shaft (i.e. baby hairs not thick hairs) not colour. I think those photos have a different white balance.
