I believe the story....
The cost of water treatment is rather large for the manufacturers, so they go and set up factories in the "3rd" world where they get away with such things.
In the west we talk about carbon emissions and global warming, but our waters are rather clean. The pollution problem in the west has been largely eradicated by installing extremely expensive filters or by simply moving the factory somewhere else.
It's sad but true...
