Why is topical RU 58841 stuck in phase 2 trials so long.

renamed psk 3841 I just read this wich is dated feb 03.
Philippe Ballero (President of Proskelia, the company that now owns RU) confirmed back in Feb '03 that RU58841 (re-named PSK 3841 by the new owners) was already in Phase IIa of *human* testing and that they were anticipating moving to Phase IIb next month i.e. October '03

thats almost 5 years that its been in phase 2b. are there some problems that they cant get out of this stage? Or does it normally take 5 years for phase 2 trials. here is the website and status of topical ru. http://www.prostrakan.com/randd.html

I have no idea why it's been stuck in phase 2 for so long but isn't flutamide meant to be as potent anyway?

flutamide is not even close to as powerful as ru that and it doesn't have system side affects like flutamide.
