effect the hair on the sides and back? Are the follicles there just immune to it or something?

The effect of sex hormones (both androgens and estrogens) on hair follicles depends on theie body location. Androgens suppress the growth of scalp hair follicles, but stimulate the growth of most body hair follicles. There are also hair follicles sort of "in between" (like ones toward the middle part of the head) which are inert to such hormones: they're neither suppressed nor stimulated by them.
