I think the concept of skin irritants might be similar to dermarolling?
You create damage so that in the healing process hair grows better.

When I was a child, a kid in my class had to wear a cast on his arm for some time and when he took it off, his arm hair was A LOT longer than the hair on his other arm, it returned to normal state after a while, but I remember everyone in the class commenting on it. Since then, I've been wondering why that happened. Maybe this has something to do with VEGF upregulation in low oxygen environments?

It's more than irritation. It's something internal going on related to the bone healing response.

So you're saying it's not the cast, it's something triggered by the bone healing process... hmmm... this gives me an idea... brb.
