I'm worried about sellers on amazon not selling sterile derma rollers or stamps. How can I ensure that the needles are clean/unused? I know I can disinfect through boiling/H2O2/alcohol. But for agents such as prions, none of the conventional methods will work.

You might want to worry about needle quality from questionable suppliers just as much as bacteria.
Pretty sure I've read that prion infection is mostly only an issue when people are eating animal nerve tissue (especially brains, especially cannibals...). Makes sense to keep your dermastamp away from anything that isn't your scalp, sterilizer, or its sterile case.
