The only international place I know that will ship PG is chemworld.com. One of there sites will allow you to purchase Propylene glycol USP in 1 and 5 gallons. The site is http://www.PropyleneGlycolUSP.com. Or try chemworld.com. If you add it to your cart it will quote you shipping. Probably $50 to ship for 1 gallon.

In my country things like ethanol/alcohol/propylene glycol, are available at the pharmacist otc.
