Either Anagen Inc. Or The Kane Shop - whichever is cheapest [product + shipping] at the time.

When I bought mine [I live in Canada], Anagen Inc. was a little cheaper.

I make my own.

Dissolve 100 mg of RU into 1 mL of Rectified Spirit [95% ethanol]
Add 3 mL of kirkland minoxidil
Apply every night after shower

My dosing is on the strong end of the spectrum. Many people get by using less RU and minoxidil.
I haven't experimented with different measurements yet.
