Where do I stand on norwood scale or whatever it is called.I think I am NW2

Hi guys I am using only minoxidil 5% for treating my receding hairline and I see all peach fuzz hair in my right temple which is receded the most.Are these peach fuzz hairs ever going to get thick by the use of only minoxidil.I am 24 yrs old still a student so can't afford finasteride.Also on norwood scale or whatever it is called where do I stand.Rest of my hair are still pretty damn thick.Here is pic pls zoom in and you can clearly see peach fuzz hairs I am talking about.Also I have no thinning on crown or elsewhere.
