No. Unless it is noticeably thinner at one side.. Most hair strands vary in Thickness throughout the strand. My girlfriends hair strands are not the same thickness throughout.

From the picture you provided it does not look significantly thinner, definitely not 10x. The hair in your picture looks fine. Some hairs when transitioning from the growth phase to telogen phase shrink the diameter of the follicle.
