What vehicle to use for topical Sildenafil

I want to test a topical version of Sildenafil (V.iagra) on my scalp, given a recent study I have read on its effect on scalp, angiogenesis and hair regrowth.

If I was trying to make a 1% concentration, from crushing pills, what vehicle should I be ising?

Water or alcohol based?

Also someone once mention that v.iagra, when crushed and dissolved in topical, does not permeate the skin.

Anyone have any thoughts on this?
