As my hair line continues to reced at an alarming rate, i notice that in areas that have been bald for a long time, there are tiny tiny little unpigmented hairs...

they are SO SMALL though, and they may well have been there for ages and i've only just noticed them because i look so closely at the hair line now.

Question is: do these count as vellus hairs??? they're probably 1mm in length, maybe 2 mm...

Yes, probably.

Vellous hairs are capable of growing into terminal hairs... so find a new treatment to get those babies poppin' before it's too late.

Lost hairs never really disappear, do they? They just miniturize into a tiny little hair. I've never looked closely at a bald dude's head, but I don't remember seeing too many who have the straight shiny look without shaving.

my dad's got a bit of a receded hairline and where my hair is receded, i have vellus hairs, but my dad's is shiny. I've used minoxidil for a year and he uses sham products like kevis and avacor

Correct.

Hair can remain cosmetically normal while still subject to the process of male pattern baldness. For example, the hair on my scalp does not appear to be thinning, but IS indeed thinner than the hair on the sides, which is not affected by the process of male pattern baldness and maintians the thickness and density I've had since I was a little boy.
