What are those little hairs near the edge of my hairline? Is it simply hair that doesn't grow as long as it should or hair that's growing back?

There is no way of telling from just one picture.
Take a picture every three months. If there is a region of the temples where you have only short hair that never grows, then it is miniaturization.
