Weird regrowth on(off?) Rogaine

I am a 20 year old African American male balding in what seems to be an NW2 pattern, with slight thinning in my crown area. I started using Rogaine Extra Strength last November. I decided to stop using after about 5 weeks because I was experiencing sides(dark circles under eyes, intense wrinkles, soreness/fatigue upon waking after using a night before). Now after 5 weeks, my hair did become a lot thicker, everywhere but where I needed it to; I was still visibly balding along my crown and severely along my right temple; my right temple was almost entirely bald, while the left temple looked normal. Now its been almost a month since using Rogaine and I am experiencing lots of regrowth along the right temple. Not only that, but I am also experiencing extreme facial hair growth. There are hairs growing all over my face(mustache connecting with beard, hair between sideburns and eyebrows, developing unibrow, visible hair on cheekbones), even on my forehead where my hairline was almost 5 years ago. There are even tiny hairs growing at the center of my forehead. This is is all growth I've noticed after stopping Rogaine, so its a little confusing, especially because its continuing and I haven't used it in almost a month. Now I have a few questions: Anyone ever experience something like this? Will the growth continue? Will the new hairs restore my old hairline? Should I start finasteride to maintain this new growth? I've attached a picture below, the new forehead hairs are slightly visible. Unfortunately i've no before pics prior to starting rogaine.

start finasteride, all that regrowth will fall out soon without minoxidil

Yes, start finasteride. minoxidil doesn't treat the underlying problem, it just masks it, and it can only provide this masking effect for so long (five years seems to be the maximum) before all your regrowth is lost. finasteride actually treats the underlying cause of your hair loss. If you choose not to take finasteride, you will regret it later in life when you end up bald and know that you could have stopped it.
