Vellus hairs falling out?

I am starting notice a lot of hairs only about 3-5 mm in length falling out when i comb my hair. They are pretty dark. Is this simply my hair going through the last stages before it atrophies completely?

OR

You can take the positve outlook and say.....Is it a sign that my regimen is working and it's kicking out these thin short hairs to replace them with thicker longer hairs.
