VB-1 significantly promotes the proliferation of hDPCs in a concentration-dependent manner [...] dkk1was clearly down-regulated in hDPCs treated with VB-1. The increased active β-Catenin and decreased AXIN2 protein levels suggest that VB-1 facilitates Wnt/β-catenin signaling in hDPCs in vitro. The expression of DP signature genes was also upregulated after VB-1 treatment.

DP = Dermal Papillia, the more DP cells you have the thicker the hair shaft. Minoxidil works by increasing the number of DP cells in the follicle.

VB-1 is found in a number of plants that you can get essential oil from, however I have no idea what the concentrations would be.

Dickkopf 1 (DKK-1) is a pathogenic mediator involved in male pattern baldness.
Dickkopf 1 promotes regression of hair follicles.

For concentrations VB-1 was used at (0–10 µM) in cells

So nobody knows actually. But it rather seems to be very low concentration (ng/mg)

What's kind of jumped out at me as being interesting in that study is that a dose of 0.1 uM was more effective than both 1.0 uM and 10.0 uM. So increasing the dose by 10 and even 100 fold made it less effective... I wonder why that was?

Of course there is already numerous reported use of CB-03-01. Says weaker than RU,at least 2x stronger than fina and with no side effects
