No they are quite commonThose instances of persistence of side effects after quitting are extremely low, and multiply that to the already low side effect incidence and you'll get a fairly low probability of getting into that category. Also, I wouldn't think that age has something to do with probability of getting sides on finasteride. 21 year old dudes are already developed so finasteridd won't mess with any growth or developmental process.
I agree with you with something tho: if he's scared (as you claimed) then there is a higher chance of getting sides, because of the nocebo effect triggered by his psychological predisposition. So if he's overly scared (regardless of age), I'd think it twice.
