Transplanting Hair On Thinned, But Not Slick Bald Areas?

is it even possible to increase density like that, or is the risk of damaging existing hair too high?

I have thinned crown area and front, to the point where its starting to affect how it looks, but there is still some hair there.

or is trying finasteride a better option in trying to recover it? loss is relatively fresh, it probably happened in the last 2-3 years max (I'm 30 now)

Finasteride, then re-evaluate in 6-12 months. Transplant into thinned areas is possible, but with mild risk of shock loss. The risk of permanent shock loss decreases substantially while on finasteride though.
