Topical finasteride concentration percentages?

Can anyone point me to an explanation on concentrations of topical finasteride and the equivalent oral amount?

For example, using 1mL of a .025% topical once a day is equivalent to how many mg of a pill?

.025% = 0.25 mg.

I use 0.1% from Minoxidilmax Dualgen NO PG Plus.
