Too early for transplant?

Hey,

I am 24 and started balding around 21. I still have hair and to average person don't look like I am balding but I am balding very fast (genetically I should be fully bald by 28 ). Rogaine hasn't helped and don't want to be on a medication forever. My first consult said since balding hasn't stabilized I can't get a transplant? I was hoping to get transplant in order to avoid shock factor and never be really bald. Is that at all possible? I have been lucky enough to have a good job that I can afford transplant and would prefer that somehow over the medication. Any help would be useful.
