A dermatologist is your probably generally your best bet, as many/most gp's probably won't know what finasteride is. You can still try asking your gp though
Even if you have to get a referral to a derm initially, your gp may be willing to give you scripts from there on out after a derm initially prescribes them, as my gp does

I'd argue that all Gps know what finasteride is. It's generally prescribed for benign prostatic hyperplasia which is a very common condition in older men.
They would however be wondering why the hell you are asking for it for hair loss
