Site that rates safety level of cosmetics

Just came across this site on Howard stern that he said he used that rates cosmetics safety levels based on ingredients. There is a hairloss section with some surprising ratings for some well known stuff.

I guess I'm not understanding that site (although I'll admit I only looked brieftly) Why do they have 5% Rogaine listed multiple times with a rating anywhere from 2 to 5? (this isn't even counting the various generic versions listed) This doesn't seem very helpful at all.
