I would have to save that 90% of my itching went away once I started finasteride. Also, I think some of your itching might be due to minoxidil it makes the areas where I apply it itch.

My itch only began after 5 months on finasteride 6 months on mino I use the foam , it could be the foam smh but I can't quit it or else I'll be a bald bastard from the shed .. I read adding a few drops of tea tree oil in your shampoo is good

Try coal tar shampoo and minoxidil compounded with hydrocortisone.. that worked for me.

What's the name of the shampoo you use ?

T-gel - coal tar shampoo is the shampoo used during trials for propecia. IMO it is one of the best at alleviating dandruff and dermatitis

I have bad itching but I haven't yet started finasteride/min, however I've tried t-gel, head and shoulders, nizoral, pretty much everything and nothing seems to help, any suggestions?

finasteride will help the itch most likely.

From what I've read clobetasol is a very strong corticosteroid. Make sure you follow your derms instructions as long term use of corticosteroids can potentially cause skin thinning.
