scalp DHT?

I was reading a study on dutasteride and it said that .5 mg a day only reduces scalp DHT by something like 42%, but blood DHT by 90% or so. My question is what is the more important kind of DHT in terms of hair loss, and how can their inhibition be in different levels? Thanks.

0.5mg Dutasteride inhibits ~ 92% serum DHT and 55% scalp DHT
2.5mg Dutasteride inhibits ~ 95% serum DHT and 82% scalp DHT

Of course the most important is scalp DHT ,and not serum DHT
