Both have Minoxidil 5%.

What would change is:

Foam can cause less irritation and penetre better in your scalp.
I would go for Foam for sure. :)

Has it been scientifically documented foam penetrates the scalp more effectively?

Im thinking if you massage the minoxidil liquid in it would have the same effect as foam potentially.

I don't have studies in english to say, but I do in portuguese (maybe the source is in an english study, who knows). Try searching in google.
But, by public review, lot of people prefer the foam over the liquid. The only con is the price.

There's literally no difference, minoxidil is minoxidil. The only different is the dosage which, in this case, is the same.

I use Kirkland minoxidil because it's three times cheaper, though I sometimes wish I had the foam for ease of use.

I'm sure a study I read said liquid grew more hair than foam, something to do with the delivery method.

yup ive seen people post what they claim was a J&J study.

Liquid grew twice as much as the foam.

Weird thing is once i added foam where ive been using liquid for years, i regrew my hairs on my temple with the foam.

I had better results with liquid but it irritates my scalp. I'm trying to use both now.

wait your all wrong foam grows hair on 85% of men... liquid did about 50-60%

Yes thats supposed to be true but I find Foam is actually harder to apply as
I always seem to get a lot of it on my hair rather than scalp,
