As shiseido have the rights to the whole of Asia I am sure foreigners will get to have access somewhere if not Japan.
It will depend on the Asian law, besides Japan seeks to grow their economy with stem cell research. There is no doubt that they will release in Korea and guess what? Tere recently was a similar theraphy developed under Japanese laws, but in Korea, the citizens from every country could get it while in Japan, only the Japanese. That alzheimer's stem cell theraphy was launched in Korea and Japan the very same day. In other words, Japanese laws do not apply in other countries even if trials were done there.I’m a lawyer (not in this specialism but I’ve had a look at the legislation) and having read it, I t’s difficult to see how this could be commercialised globally given they need to register and check up on patients; I doubt even if they could go global, from a logistical standpoint it would become unmanageable. I could be (and hope I am being in the UK) wrong, but I’d say I’m 80/20 in favour of it being available domestically only. In my mind I would apply the same logic to Tsuji.
That said I believe in the science and I am keen to see the Phase 2 results. If there’s stabilisation and some efficacy as with Phase I then I think they’ll move to Phase 3 as quickly as they can. Sadly these things take time; too much of it for a lot of us.

Did you not hear, there was a theraphy that finished Phase 3 trials in Japan and was avaible for everyone in Korea. Their Asian expansion won't take as long as Replicel's approval imho.If that’s correct then fair enough; but I think the difference here is the intention is evidently to perform treatment in their purpose built centre. At least early on.
I also think there’s quite a lot of discretion to the regulator as to what is required. I’m sure it’s plausible that a patient could apply; give informed consent and agree to follow up questions by email, etc but I think it’s complicated if face to face follow ups are required. Say Shiseido decide to release; I think their market will depend heavily on what the regulator requires them to do. Minimal data analysis and a waiver; knock yourself out. Face to face follow ups and regular health checks? I can see that being a limited offer to domestic patients only.
The overarching point is that they want to make Japan a hub for the tech so if they can release they will; there’s just a lot of unknowns right now and logic doesn’t favour our cause.
