question about topicals for everyone

Hey guys. Question, has anyone ever experienced twitching on and around their eyes/eyelids after applying topicals? It doesnt happen all the time, but it does quite frequently. The topical that does it for me is scalpicin xtra strength w/ 1% hydrocortisone. Im wondering if this is anything to worry about or if its just a benign effect of maybe the alcohol or Propecia glycol.

Here is the inactive ingredient list, lemme know if anything seems suspect:
Sd alcohol 40-b, water, propylene glycol, menthol, tocopheryl acetate, aloe barbadensis leaf juice, melaleuca alternifolia (tea tree) leaf oil, disodium edta.
