Prescription drug tax?

Ok, I ordered spironolactone Lotion from Dr Lees site yesterday and got this email today

Please Note,

Prescription drugs are not taxed in the U.S. We do not
know if they are or are not taxed in your country. As such,
our default method of shipping is to declare them as 'Free Samples,'
with no credit card slip enclosed in the shipping box. This method
of shipping allows you to voluntarily pay taxes if there are any.
