If one has enough donor hair- Is it possible to retransplant the entire hairline after waiting at least 14 months using single grafts to replace double grafts that currently makes it look too 'pluggy' or has that ship sailed once the transplant has been completed?

I don't think retransplanting the entire hairline is a good idea. How many grafts do you mean? Removing grafts leaves scars, like in your donor area.

If you have enough donor hair and your hairline isn't very low then the very best way to fix it is to lower your hairline by ~3 millimeters with single grafts only and maybe remove some biggest/obvious grafts.

Another way without lowering hairline is to remove the most obvious grafts from the very first 1-3 millimeters of the hairline then wait until skin heals and then implant single grafts.

Of course ideally you shouldn't go to a hairmill when you plan your first hair transplant. First hair transplant on the hairline is very important.
