Pattern of new hair growth

I have been on rogaine for 6 weeks using it on my hair line. I now have this peach fuzz at my hairline. Is this normal and will it fill in? I thought it would come in in on the entire area of coverage?

It's normal, those small hairs will fall out through several sheds and grow up thicker everytime.
