OT: Postal Exam question

This is way off topic but since I'm here I figured that I would see if anyone knows. I called on an ad looking to hire for postal workers and everything was going smooth until about 5 minutes into the call I was told that there would be a one time application fee of $90.00 which would be refunded to me if I don't pass the exam and I'm not placed in a position. My question is: is there always a fee for postal exams or do you think this is a hoax?

The postal exam is free and study guides are available at the library.
