Off Topic: Telecom Expense Management

Any I.T. specialist here? This is way off topic but I would love to hear your opinions on this, our diagnostic center (we have 4 branches) are incurring late fees in our telecom bills because payments get mismanaged. The board is asking me to assess telecom expense management (TEM) system if it can really help us avoid unplanned budget expenses and of course to control costs. The board wants to implement this system but before acquiring one I just want to validate it further. Will this software combined with services can really uncover savings, help us eliminate late payment fees, expose unauthorized usage and charges, identify billing errors, and enable us to recover funds and credits for overcharges?

Thanks for replying. We recently got a telecom expense management solution and we're hoping that it'll do the trick. Anyway, from what I've seen so far, it'll help us a lot once we use it to its full potential.
