This is in vitro and in mice. So it is still a big question mark in question of effectivity.

MSDS sheet for morroniside I came across, cautions skin contact, inhalation or ingesting it. :( Maybe some one more informed can shed more light on this.

From the research:
"Recently, traditional Chinese medicine extracts or monomers have been shown to have potent effects in promoting hair cell function, improving hair follicle miniaturization, preventing hair loss and significantly stimulating hair regrowth7. Morroniside is one of the most abundant iridoid glycosides extracted from Cornus officinalis (Fig. 1), which is prized as one of the most widely applied vegetable drugs in China8. Previous studies have demonstrated that morroniside exhibits many bioactivities, including protecting cells against apoptosis, promoting cell proliferation and facilitating tissue regeneration9."

The Cornelian-Cherry Dogwood tree is the source. So, it's popular in Asia; there must already be something sold from Asia.
