Anti-Estro will not help the puffiness from minoxidil.

You can help control this by your diet. Drink plenty of water, watch your carbs and sodium intake.

How are you applying minoxidil, you're scalp is dry correct? Not using over the recommended 1mL, right?

So i should eat less or more sodium? and what foods have sodium?

Less sodium. Anything that is not freshly prepared or salted usually has higher than normal sodium content.

Firstly make sure you're not applying more than 1ml, or to a wet scalp. If you are, problem easily solved...

Sounds like you might be absorbing it systemically. Water retention is a common complaint from those who take it orally. I would suggest trying a diuretic (look them up). Spironolactone taken orally would work, but note that it has antiandrogenetic properties which you might want to be wary of.
