I don't think that's Marilyn Manson.

I don't know who he is, is he supposed to be him, is he an impersonator? I don't know.

If you search for Marilyn Manson on Google images you can clearly see his hairline. He has thin hair, high hairline and is probably balding. But I don't think he wears a wig.

And who would ever go to such event with hundreds of people wearing a wig with no glue or tape?

Yeah it does'nt really look like him but, if it is fake then they went to a lot of trouble and fooled a whole lot of people including those tv crews.
He probably does wear a wig (for stage purposes) but then I'd bet many rockstars do, not because they're bald but just because they cant grow their hair out like they did in their 20's.
