Dr Zivin (whom I run into at the medical conferences) is a very big deal in stroke research.

This is one more case of what works for hair loss also works for stroke. Examples include TEMPOL, SOD's, and spin-labels such as PBN and MNP. E.g., see

I can't say. However, we know that there is a strong correlation between hair-growth-stimulators and "neuroprotectants", specifically treatment modalities that work in stroke. Likely, this is because the final pathogenic pathways are the same, almost invariant with what initiates the tissue-damaging process.

E.g., the reason I know Dr Zivin, the leader of this research group, is because he did much of the original animal work with both PBN and TEMPOL/TEMPO in stroke. See:

Note that the paper I published in the journal "Stroke" cites his work. Not coincidentally, I hold patents for the use of such agents for the treatment of hair loss. These patents also mention stroke as an application.

Imagine my interest when Dr. Zivin reported that essentially the same near-IR-generating system reported to stimulate hair growth also ameliorates stroke in experimental animals. So this correlation is pretty broad.
