i think youre just losing your juvenile baby hairs.

you hair is maturing.

you might only lose those baby hairs or keep losing more hair. who knows...

This mature hairline nonsense, is just that. All it means is you're losing your hair. It's rare for recession to just stop 1/3 inch up your forehead. It may slow down from there, in some cases, but not stop. In your case, look at your family history.

A mature hairline is just a hairline wherein the recession stops at Norwood 2. All balding men will pass the mature hairline stage on their way to their genetically dictated destination.

Unfortunately you are miniaturizing beyond that point, which means that, without intervention, you will recede right past what would be considered a mature hairline. The good news is you caught it early.

It looks like a mature hairline. Maybe just a tiny bit more receded, but not terrible.
Go to a dermatologist, get a professional opinion.

It can be recedecing but you could be born like that.
