Let's say someone is like norwood 2-3 with a very good donor area, would it be possible for him to fix his temples and reach the natural density over the course of like 2 or maybe 3 procedures? That is also, if we completely ignore the fact said person could continue balding behind the hair transplant.

I don’t think so, reason being, that transplanted grafts compete for blood supply if too many grafts are implanted close together even over procedures some may not survive.
