Read around, you need to stick with it for a while. Give it time, way more than a month. Could just be your perception about your balding and in combination with shedding.

If you read some other posts people will suggest half a year to a year to really tell what your situation is.

Less than 8 months is not enough to judge finasteride results. I'm on .33 per day for 6-7months, not much worse from baseline, i'm expecting for it to kick in in the next 2 months. I'm considering to raise the dose to .4mg since i tolerate well the .33mg.

Any dosage nearest to 1mg would be better than the smaller ones. Dunno if this will translate in visible results, but you have better chance to keep your hair. You're long enough on finasteride to know if this dose works for you, if you're below baseline then it didn't work, you have to increase the dose and see what happens. Did you had any sides? Why are you saying that it's a risk? You can go back to .25 whenever you want...

I had sides on 1mg, but nothing on 0.3mg so i'm thinking to increase to the highest dose i can tolerate without sides.
