Seems topical finasteride goes at least somewhat systemic still and ends up in serum.
But less so than oral finasteride.

So it ends up how susceptible one is with side effects from the reduction of DHT.
If one is super sensitive to it, it might get also sides from topical. But seems the'res a bit fewer chances with topical.
So if one cannot do the oral route topical could be an option to try.
