Is it a balding?

I have a NW3.5 on temples and vertex recession is the last thing I want to now.

Can it be congenital in any way???

Like I was born with this receding vertex but it is not a recession (this is my last cope barrier)?

hard to say. looks like very early male pattern baldness but if your front is NW3.5 then your vertex is obviously thinning much slower.
post some pics of those tempz so we can see if you're BDD
