HELP!! Rogain, ITCHY AND FLAKY!

Hey guys..
Advice please.. i have been using Rogaine form for about 3 weeks now.. and its making my head SOOOO itchy and flaky, i am on the verge of stopping!! .. no idea if its even doing anything to help.. or not.. but it itches so much i am constantly stratching and its actually making my head sore.. ..

Please , any urgent advice, is this normal?? and if so what can i use to combat it.. ?

I've never experienced itching but I always have flakes even though I shampoo everyday and scrub hard.
