Hairs that dont grow? Possible?

Does it make sence to have short hairs that dont grow? Or is it my just imagination?

I shaved my head to about a lvl 1 and have been applying rogaine for about a month and a half now. About a month in when my hair grew about an inch long i noticed when i ran my fingers through my sclap i felt short hairs (Im assuming these hairs are coarse and therefore healthy because if they were fine i dont think i would be able to feel them). Anyways half a month later it seems as if these short hairs are the same lengh.

I think when i shaved my head some of the hairs did not grow and thats what im feeling.

Or

Im actually growing new hairs and its just my imagination.

I can solve your mistery. you pass your hand and notice hair growing, then one month later you do the same and also notice hair growing, but they are not the same hairs.
