Is there a way to look at a fallen hair and know that it is not coming back,ie bulb with a small tail or a small bulb?

I believe if it has a white bulb that is a good thing. That means its "club hair" which is hair that is naturally shedding and going into the resting phase for awile.

How about the bulb with a tiny tail attached.
