everywhere i read about propecia it says that you should expect to know if its working within a year but that it also doesn't reach its max effects until 2 years. are people likely to see growth after the one year mark or is it the type of thing where a majority of growth occurs in the first year and there is some incremental growth after that?

It depends on each person. It is recommended you stay on for 1 year before claiming it's ineffective. You might see growth you might not until the 12 month, who knows, everyones body works differently.

You may have to wait upto a year and beyond because you could be an individual with hair with a very long growing cycle, whilst someone hair might cycle through quite quickly and see results sooner.

anyone feel agree?

I've read the same and ideally you should wait 1.5-2 years to fully see any results with Propecia because of the time it takes the drug to work, hair cycles, etc.
